The Northern Grampians Shire says it is concerned by the low number of tourists visiting the region, in south-west Victoria, over the summer holidays.
The shire says visitor inquiries were down by about 10 per cent on previous years.
The shire's Angie Lush says while some tourism businesses are doing it tough, she does not expect any to close.
"People have been through the worst of it with the bushfires and we didn't see any businesses close over that period," she said.
"So they're very resilient, our businesses, and it's interesting to see the variation between the operators. Certainly no-one's saying that they're well up, a lot of them are holding their own, and some, I think, need to perhaps look at their business strategies about where the market's going and what's changing with the markets."
